The Government of Mauritius uses the "govmu.org" domain name for email. An example of a footer in messages from the "govmu.org" domain name is included below:

The footer is an email disclaimer stating that the message "contain information that is non-public, proprietary, privileged, confidential, and exempt from disclosure under applicable law or may constitute as attorney work product". Special procedures would be followed if the person sending a message treated it as confidential information. The basic rule for a document to be classified as an "attorney work product" is when it is drafted in contemplation or preparation for a litigation. The Permanent Secretary of a government ministry usually does not provide legal advice by email.

Conclusion

As there wasn't any special procedures or precautions it is unlikely that the sender considered the email message as confidential. It is unclear how such an email message can be considered as an "attorney work product" unless the government is contemplating or preparing for a litigation when it communicates by email.
